class=\"hps\">el apoyo del<\/span> <span class=\"hps\">Consejo<\/span> <span class=\"hps\">Asesor<\/span> <span class=\"hps\">para el<\/span> <span class=\"hps\">Desarrollo Sostenible<\/span> <span class=\"hps atn\">(<\/span><span>Generalitat de Catalunya)<\/span> <span class=\"hps\">y<\/span> <span class=\"hps\">del Departamento de<\/span> <span class=\"hps\">Territorio<\/span> <span class=\"hps\">del Consell de Mallorca<\/span><span>.<\/span><\/p>\n<p> <span class=\"hps\">La publicaci&oacute;n<\/span> <span class=\"hps\">quiere ser un<\/span> <span class=\"hps\">manual y<\/span> <span class=\"hps\">trata<\/span><span>,<\/span> <span class=\"hps\">eminentemente<\/span><span>,<\/span> <span class=\"hps\">de participaci&oacute;n<\/span> <span class=\"hps\">ciudadana<\/span> <span class=\"hps\">relacionada con el<\/span> <span class=\"hps\">territorio<\/span><span>.<\/span> <span class=\"hps\">Su<\/span> <span class=\"hps\">objetivo<\/span> <span class=\"hps\">es<\/span> <span class=\"hps\">dar a<\/span> <span class=\"hps\">conocer<\/span> <span class=\"hps\">y explicar el<\/span> <span class=\"hps\">funcionamiento<\/span> <span class=\"hps\">de las herramientas<\/span> <span class=\"hps\">regladas<\/span> <span class=\"hps\">de que disponemos<\/span> <span class=\"hps\">para participar en<\/span> <span class=\"hps\">la ordenaci&oacute;n<\/span><span>,<\/span> <span class=\"hps\">la<\/span> <span class=\"hps\">planificaci&oacute;n<\/span> <span class=\"hps\">y la<\/span> <span class=\"hps\">gesti&oacute;n<\/span> <span class=\"hps\">del territorio<\/span><span>, por<\/span> <span class=\"hps\">utilizar estas<\/span> <span class=\"hps\">herramientas<\/span> <span class=\"hps\">m&aacute;s y<\/span> <span class=\"hps\">mejor en<\/span> <span class=\"hps\">un futuro<\/span> <span class=\"hps\">y<\/span><span>,<\/span> <span class=\"hps\">en definitiva, para<\/span> <span class=\"hps\">hacer<\/span> <span class=\"hps\">m&aacute;s efectiva<\/span> <span class=\"hps\">la participaci&oacute;n<\/span> <span class=\"hps\">y<\/span> <span class=\"hps\">aumentar<\/span> <span class=\"hps\">la calidad<\/span> <span class=\"hps\">democr&aacute;tica<\/span> <span class=\"hps\">de nuestras<\/span> <span class=\"hps\">sociedades<\/span><span>.<\/span><\/p>\n<p> <span class=\"hps\">El manual<\/span> <span class=\"hps\">se centra en las<\/span> <span class=\"hps\">herramientas de<\/span> <span class=\"hps\">participaci&oacute;n<\/span> <span class=\"hps\">que han sido<\/span> <span class=\"hps\">regladas<\/span> <span class=\"hps\">a trav&eacute;s de<\/span> <span class=\"hps\">alg&uacute;n tipo<\/span> <span class=\"hps\">de legislaci&oacute;n<\/span> <span class=\"hps atn\">(<\/span><span>sea<\/span> <span class=\"hps\">una ley,<\/span> <span class=\"hps\">un reglamento<\/span><span>,<\/span> <span class=\"hps\">etc<\/span><span>.<\/span><span>)<\/span><span>.<\/span> <span class=\"hps\">Por su car&aacute;cter<\/span> <span class=\"hps\">formal y<\/span> <span class=\"hps\">jur&iacute;dico<\/span> <span class=\"hps\">estas herramientas<\/span> <span class=\"hps\">pueden parecer<\/span> <span class=\"hps\">dif&iacute;ciles<\/span> <span class=\"hps\">de<\/span> <span class=\"hps\">ejecutar,<\/span> <span class=\"hps\">y<\/span> <span class=\"hps\">precisamente<\/span> <span class=\"hps\">el objetivo del<\/span> <span class=\"hps\">manual ha sido<\/span> <span class=\"hps\">explicar<\/span>las <span class=\"hps\">con<\/span> <span class=\"hps\">sencillez<\/span> <span class=\"hps\">y<\/span> <span variada<\/span><span>,<\/span> <span class=\"hps\">e incluye<\/span> <span class=\"hps\">la solicitud<\/span> <span class=\"hps\">de<\/span> <span class=\"hps\">informaci&oacute;n ambiental<\/span> <span class=\"hps\">y territorial<\/span><span>, la<\/span> <span class=\"hps\">participaci&oacute;n<\/span> <span class=\"hps\">en el urbanismo<\/span>, <span class=\"hps\">la audiencia p&uacute;blica<\/span><span>, los<\/span> <span class=\"hps\">presupuestos<\/span> <span class=\"hps\">participativos<\/span><span>, la<\/span> <span class=\"hps\">iniciativa legislativa<\/span> <span class=\"hps\">popular<\/span><span>, o<\/span> <span class=\"hps\">el acceso<\/span> <span class=\"hps\">a la justicia<\/span> <span class=\"hps\">a trav&eacute;s<\/span> <span class=\"hps\">de la v&iacute;a administrativa<\/span> <span class=\"hps\">o<\/span> <span class=\"hps\">penal<\/span><span>.<\/span> <span class=\"hps\">Todas estas<\/span> <span class=\"hps\">herramientas est&aacute;n<\/span> <span class=\"hps\">estructuradas<\/span> <span class=\"hps\">en tres grandes<\/span> <span class=\"hps\">bloques<\/span><span>,<\/span> <span class=\"hps\">correspondientes a los Convenio<\/span> <span class=\"hps\">de Aarhus<\/span><span>,<\/span> <span class=\"hps\">ratificado<\/span> <span class=\"hps\">por Espa&ntilde;a<\/span> <span class=\"hps\">en 2005<\/span><span>:<\/span> <span class=\"hps\">el derecho al<\/span> <span class=\"hps\">acceso<\/span> <span class=\"hps\">a la informaci&oacute;n ambiental<\/span> <span class=\"hps\">y territorial<\/span><span>, el<\/span> <span class=\"hps\">derecho<\/span> <span class=\"hps\">a participar<\/span> <span class=\"hps\">en la toma<\/span> <span class=\"hps\">de decisiones<\/span> <span class=\"hps\">en diferentes<\/span> <span class=\"hps\">&aacute;mbitos<\/span> <span class=\"hps\">de<\/span> <span class=\"hps\">actuaci&oacute;n p&uacute;blica<\/span><span>, y el<\/span> <span class=\"hps\">derecho a acceder<\/span> <span class=\"hps\">a la justicia<\/span> <span class=\"hps\">cuando<\/span> <span class=\"hps\">los<\/span> <span class=\"hps\">derechos<\/span> <span
